    I totally agree with the new category. There needs to be some kind of licensing of the aircraft and the operator so that liability can be established in the event of property damage or personal injury.

    Perhaps a better, more market friendly way, would be to require operators to have insurance. Insurance companies would then push for the appropriate training in order to lower risks. Having everyone get an expensive pilot‘s license is overkill and would only raise costs in this promising field.
